Dubuque is a city in the U.S. State of Iowa, located along the Mississippi River. Its population was estimated at 57,798 in 2005, making it the eighth-largest city in the state. It is the county seat of Dubuque County, and the center of the Dubuque Metropolitan Area, which has a population of 92,384. The city lies at the junction of 3 states: Iowa, Illinois, and Wisconsin, a region locally known as the Tri-State Area. It serves as the main commercial, industrial, educational, and cultural center for the area. Dubuque is the oldest city in Iowa, and played a key role in the early settlement of the state, and the Upper Midwest. For this reason, it is commonly called the "Key City."

According to the city's website at, a project for the flag of Dubuque was created by the City Council in 1967 named "Operation Flag" after a request by the local Girl Scouts, where both citizens and students at the local schools were encouraged to submit their designs to a jury of a group of citizens. In the end, the jury chose the design by Mrs. Maureen Frommelt, whose design had the past, present, and future in mind represented each by the colors of blue, green, and yellow. Blue is the waters of the Mississippi, which has much importance to Dubuque's history. Green is for Dubuque's present scenic beauty, and yellow for a bright future for Dubuque. Dubuque's flag was adopted July 3, 1967 at a city council meeting.

The seal follows a mostly generic pattern. What makes it more distinguishable is the text "La Petite Nuit" which means "the little night", a name given by the Meskquakie Native Americans to Julien Dubuque, the city's founder, and was even used as his name in the original registration where the Fox gave him permission to mine lead in those lands.
