The flag of Salmon, Idaho, is a blue field, a ring made of the text: CITY OF SALMON, IDAHO and INCORPORATED AD 1892.  Inside the lettering are a salmon, a crossed pick and shovel, and two other objects below.

Ratio seems to be 5:8. The two objects below the salmon seem to be a plough, at the hoist side, and some kind of vegetable (a lettuce, a bunch of corn?) at the fly side.
