The Maryland State Police flag flies with the U.S. and Maryland flags in front of the La Plata barracks (district headquarters). The police flag is brown with the police emblem on the center, with gold inscriptions in arcs above and below the emblem, and a narrow gold frame (orle, in heraldic terms) inside the edge of the flag. I would guess that the inscriptions say something like "State of Maryland" and "State Police", but couldn't get a clear view to say for sure. The gold color is clearly different from the yellow of the state flag and arms.

A photo of this flag at www.mdsp.org/quick_links/active_duty.asp shows that the inscription above the emblem is "Maryland State Police", and the inscription below is "Maryland's Finest".

I found a photograph online of two US Army soldiers posing in front of the main gate of a US military base in Djibouti while holding an outstretched Maryland State Police flag between them (fbcdn-sphotos-h-a.akamaihd.net/hphotos-ak-xpf1/t1.0-9/p526x296/1610026_680862008642110_7859249156019489580_n.jpg).
The flag of the Maryland State Police is dark brown with a gold border. There is, indeed, a gold orle as well, roughly one-quarter the thickness of the border. Centered on the field is the badge/logo of the Maryland State Police mounted in front of a golden sunburst. Arched above the central logo are the gold words "MARYLAND STATE POLICE," the words "MARYLAND'S FINEST" in gold in a straight line beneath the logo.
