My brother-in-law has lived in Keedysville since 1985. I forwarded this email to him and received the following response.
"I was aware of the seal but I didn't know it was a flag. Since they reconstructed Main Street and installed "old fashioned" looking lamp posts with brackets for hanging banners they sometimes display the town seal banner.

Now for a piece of history and the "rest of the story" for you. The town did not have a seal when we moved here in 1985. When William Donald Schaefer was Governor he had a program to install town signs with a town seal in all the small towns on state highways. Well, Keedysville decided to participate but needed a seal. The Ruritan Club sponsored a contest for kids to design a town seal. Well two kids had similar concepts. The judges liked one, the 3 spoke wheel but didn't care for one of the pictures within the spokes. What they decided was to use the pattern but insert one of the pictures from another person's submission.

It was Alex Wiedel's concept (my nephew, Gary's son), with two of his historic sites and the third picture was from a girl up the street. Both got prizes. Later that year the state installed signs along MD 34 "Keedysville" and the seal. The big surprise for me was that I was one of the judges. I did not know Alex had submitted an entry. Entries were submitted to the Mayor's office labeled with a number and submitted for judging. When we met and reviewed the submissions everyone selected Alex's. But most people, including me, didn't like the one site, so someone said let's take the site from the second ranked submission and put it in the spot. After we made our decision the Mayor and council notified the contestants. That was when I learned that the first place pick was Alex's. I couldn't believe it.

The seal is a red ring with black outlines. The town and state name are inscribed, with the establishment and incorporation years, separated by two black dots. In the center are three sections, which are separated by red lines coming from the seal's ring. The first section is a yellow field with a set of black and white buildings on it. In the second section is a blue field which depicts a stone bridge, known as the Keedysville bridge over a river which represents the Little Antietam Creek. In the third section is a steam locomotive, which represents the former railroad which had went through the town.
