HARLINGEN - Even as the red, white and blue of the Star-Spangled Banner waves high above many Harlingen buildings, the city has no flag of its own, a fact that officials hope to change before Christmas and in time for the city's centennial celebration next spring. The Harlingen Historical Preservation Society and the Harlingen Art Forum have announced a flag design contest that is open to all Rio Grande Valley residents. It will run through Nov. 12. "We are looking for something that most symbolizes the city and its special attributes that would make it different from other cities and other city flags," Norman Rozeff, contest organizer and Harlingen historian, said. A committee of artists from the Art Forum will judge the flags...

Watercolor paper will be provided to contestants on which to design their flags. The design must be 8 inches wide and 12 1/2 inches long and created in acrylic paint, tempera paint or marker.
