The flag of the Municipality of Monte Quemado in the Department of Copo, is 
presented in Wikipedia:

By Ordinance 12/12 in the Ordinary Session dated 02/10/2012, the work done 
by Mrs. Nora Elisabeth Ortiz was declared the official winner of the contest "A 
Flag for my City". It was established in ART. 2° as the official flag of the 
city of Monte Quemado, Santiago del Estero, Argentina.
The flag is horizontally divided blue over gray (white?) with a broad descending 
north-south diagonal on which is placed a tree before a half-sun.

The flag of the Municipal Commission of Nueva Francia in the Department of Copo 
is seen at

It is 
light blue with a very off-centered (horizontally and vertically) white stripe, 
edged red (above and to hoist) and blue (below and to fly).

The flag of the Municipality of the Pampa de Los Guanacos, horizontally banded 
blue-white-red with green bars top and bottom as integral parts of the flag. The 
emblem is centered and names are printed on the green bars.

There are different versions of 
the text on the green bars, I guess due to various flag producers.
