The flag of the town of Koya is white with mark.
Tomislav Šipek, 10 February 2014

The town emblem was adopted on Oct 1st 1962 but there is no flag law. The white flag has a dark blue town emblem in the center. The town emblem is a stylized kanji 高 Ko of Koya in a form of a tower. The tower stands for a history, the Sun and the moon for a development of the town administration. It represents an image of the town which owns a peace and a culture and prospers unlimitedly.
They use a dark blue but not black for the flag.

Thanks to Mr. Kariyasu, here is corrected flag.
