We have only seen the flag folded like this so I have no clue what the full pattern is. The speculation is this: the oval around the state emblem is supposed to be the number of states and administrative areas in the country. The stars will all point up and are five stars.

The number of stars must be 14 (when I tried to place them geometrically [for the images above]).

I can confirm there are 14 stars. (7 territories and 7 states). [This is] some of the best photos I got from the inauguration ceremony showing the flag being used as a car flag, outdoors and used by guests/attendees. I also noticed that the flag was used first at this ceremony. The only thing I have noticed is that the larger flags tend to have a smaller star field but the desk/car flag, the star ring is almost to the top and bottom.

However, it seems that flag of the President is a bit longer than the national flag, so its ratio is probably 5:9, as other Burmese flags.

I am not sure about the ratio being that long. Most of the ones I have seen is 2x3, which is the ratio of the national flag. Plus the flag is very new so I have no idea when (or if) legislation will be passed about it [or published].

Based on this picture from Facebook we can compare the sizes of flags, and the Presidential flag seems to be significantly longer.
