About the Flag

It is a fairly typical Portuguese municipal flag, with the coat of arms centred on a plain green field.

The arms are Argent, on a mound vert lined sable, a Roe Deer (Capreolus capreolus) proper. Mural crown Argent, with four visible towers (town rank) and white scroll with black letters reading "TERRAS DE BOURO".
Meaning:
The coat of arms refers to the natural heritage of the Gerês mountains, located mainly in this municipality.
I guess it is rather a mountain, not a hill, as it shows black and green on a rocky pattern. The beast on it might very well be an Iberian Mountain Goat (Capra pyrenaica, in Portuguese Cabra-montês), but my guess is that it is a Roe Deer (in Portuguese Corço) instead.

Plain (monocoloured) Portuguese subnational flags are not allowed to have variations without arms: plain flags always carry the coat of arms.

Terras de Bouro is located in the Braga District, old province of Minho, covering 269 km² in 14 communes with 9300 inhabitants.
